I drove my self crazy trying to remedy this dilema for two days. I finally downloaded a program from Stardock called Windows Blinds. That solved my problem.
Cannot change desktop background in Windows 7 Home Premium
I noticed that someone else had this problem. Does anyone know how to fix it?

I go to help support on my computer, it refers me to type in the search box in the control panel: " DESKTOP BACKGROUND", I don't see even this command. I don't know what to do!

Go to C:\Windows\Web\Wallpaper
Here are the directorys for each of the themes that you can select from personalize. Just paste your jpg here and select the picture. None of the other stuff matters.
Try this for the start editions also.

%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes
then deleted the bad picture, then everything worked fine after that. It was a corrupted picture.
