Cannot change desktop background in Windows 7 Home Premium

I noticed that someone else had this problem.  Does anyone know how to fix it?

I drove my self crazy trying to remedy this dilema for two days. I finally downloaded a program from Stardock called Windows Blinds. That solved my problem.

    I put the following in the run command:

    %USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes

    then deleted the bad picture, then everything worked fine after that.  It was a corrupted picture.

    hey can u help me.when i right click and try to go to my themes it says failed to load page whats wrong i cant even change my background pls help

    Who is this Chris H???? How does this post have any relevance to this thread? How can the moderators be so useless? Does anyone have a solution that doesn't involve editing the registry? My NEW laptop has this problem as well...

    This is not a legit solution. Its a software that you have to pay for that does what windows already should be able to. Did Chris H even visit the link??
