Disable Hover Feature

Does anyone know how to disable not delay the hover feature for Window 7.  There are a lot anwsers but no resolution.   I've tried them all...  Did windows drop the ball, again.  This is actually my second time writing this questions within the last 5 minutes.  The hover feature closed my previous window which had more details.  Please help.  Windows, this feature was a bad idea, especially when you don't give the option to disable it.

    Here is your solution (works also in Windows 10):

    First part is with a provided .reg file, second part is how to do it manually (Just 2 values in the registry. Very easy).

    Note that this also disables thumbnail previews in the taskbar for open windows (naturally, as this is also controlled via mouse hover). But I never used them anyways and was so annoyed by the autoselect behavior.

    Oh, and don't forget to reboot after the change to allow it to take effect.

    In win 10, hover causes two problems that i know of.

    1. Click the search icon, move the pointer to use the pop up and the window disappears.

    2.Try opening action center, The same annoying behavior. 

    This setting is on by default in win 10 and makes use of action center and the search feature almost impossible.

    Windows 7 is solid.

    I'm using Win 10 Pro Build 106299 and it is fixed, at least on my machine. In Win 7 the switch was in Ease of Access Center, in Win 10 I can't find any links to the correct menu in the control panel.

    Anyway, the fix (for me): open WINDOWS SETTINGS, search for MOUSE. There are about 6 mouse settings menus available, select the one that's titled CHANGE YOUR MOUSE SETTINGS. About halfway down the screen there's a switch labelled SCROLL INACTIVE WINDOWS WHEN I HOVER OVER THEM. Default is ON, set it to OFF.
