How can I lock desktop icons?

I am unable to LOCK the icon items on my desktop. I have clicked right on the desktop and via properties checked lock items, yet they are easily moved and NOT locked. I've tried locking them thru 'Appearances and Themes', yet they will NOT lock. How can I get them to stop moving around and stay put by locking. Any help would be graciously appreciated. And, no I am not changing my resolution which I know moves them.

Where are my icons today?  They move on me often.  Running Windows 10 Pro Version 1607 on a Surface Pro 4.  I have "Auto arrange icons" unchecked and "Align icons to grid" unchecked.  I use dual screens with a docking station.  It is amazing to me that we cannot lock our icons down anymore after all these years.  Please, Microsoft fix this!

What version of Windows are you looking at?  None of what you propose is available on W10.

In short, not help at all as written.

wouldn't it be nice if there were an actual option to "lock desktop icons" when you try this method with Windows 10?

That's the first thing I tried since I was a long time XP user and this was normal.

But, actually, its only been like the last 2 weeks or so that the icons started moving every single time I turn on the computer... must have been a change in a recent update.

either way, it's a mess, and this "simple and easy" solution is no longer available in Windows 10.
