How can I lock desktop icons?

I am unable to LOCK the icon items on my desktop. I have clicked right on the desktop and via properties checked lock items, yet they are easily moved and NOT locked. I've tried locking them thru 'Appearances and Themes', yet they will NOT lock. How can I get them to stop moving around and stay put by locking. Any help would be graciously appreciated. And, no I am not changing my resolution which I know moves them.

Hi there,have you tried this?Right click an empty space on your desktop,highlight desktop icons,place a check on 'lock icons in place' and uncheck'auto arrange,?

Now, does anybody have suggestions for Window 8.1 ??

AGREE, and AGREE AGAIN : this icon-control should be a rudimentary basic, for Microsoft to have a "reset icons" function in ALL Windows OS desktop: WHAT IS SO DIFFICULT to program in ??!!??

Thanks very much for posting that. Now everything except "Homegroup" stays where I put it. I'm too new to Windows 7 to know whether I even need that on my desktop.

BTW why is the default for the the icons to move themselves around? Weird.

THIS WAS ACTUALLY MEANT FOR BJBALANTINE'S help with the registry addition--something I didn't know could be done that way. I've always been afraid of the Registry Editor.
