How can I lock desktop icons?

I am unable to LOCK the icon items on my desktop. I have clicked right on the desktop and via properties checked lock items, yet they are easily moved and NOT locked. I've tried locking them thru 'Appearances and Themes', yet they will NOT lock. How can I get them to stop moving around and stay put by locking. Any help would be graciously appreciated. And, no I am not changing my resolution which I know moves them.

This is not an option for Windows XP Prof.

2011-06-29T13:58:27+00:00 When I mean lock the icons in place, I mean preventing students from moving them around. I want every terminal at the end of the day to look like it did when it was used for the first time. I have tried several methods including gpo settings and nothing seems to work. Any suggestions for that?

2011-06-29T11:42:09+00:00 If you mean the icons move after a reboot or shutdown then try using F5 after arranging or adding icons, or right-click the desktop and click 'Refresh'. That should lock the current icons in place.
Caveat: If you changea document with MS office it'll delete the old icon and generate a new one. I use OpenOffice which seems to leave the icons intact.

2011-06-20T13:54:40+00:00 Will this work for multiple users logging to a domain? I know in xp I was able to copy a user profile over to the default user and it kept the screen icon layout for all new users logging on. .
