How can I lock desktop icons?

I am unable to LOCK the icon items on my desktop. I have clicked right on the desktop and via properties checked lock items, yet they are easily moved and NOT locked. I've tried locking them thru 'Appearances and Themes', yet they will NOT lock. How can I get them to stop moving around and stay put by locking. Any help would be graciously appreciated. And, no I am not changing my resolution which I know moves them.

    S.K.L., Your "Refresh" method of holding icons in place seems to have merit; I tried this several days ago and tonight I updated to: "2018-01 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4058258)" at 10:12 PM 02/03/18. After several reboots, my staggered icons held in place. Time will tell, I've tried false solutions before but, hope you've nailed it with this "Refresh" method! Thx.

    Whoa, back up, another effort seemingly gone bad! Less than 12 hours after my post about the S.K.L. posting about his "Refresh" method of holding icons in place, I have to eat crow. My desktop Icons "moved" after my updated to "2018-01 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4058258)". Back to the drawing board or keep hoping that the gurus at MS will address this issue!

    HI, Im not sure what version of Windows 7 64 bt, your refering to but neither of those settings exist anywhere I looked for;

                   The

         "Desktop Icons"

    "Lock Icons Into Place"

    I believe there was a setting for "Auto Arrange"

    I retrospect, this suggestion is totally Invalid which is surprising because I believe the respomder is from Microsoft? I could be wron on that issue?

    Please wait until the next MS update is installed before saying that your scheme works.  At least on my computer, every update shuffles my icons.
