Hi
If you are using Internet Explorer, press the Alt key to show the Menu Bar and select View/Text Size. Select a size that that is comfortable for you.
For the Desktop, you will need to change the DPI settings.
Right click the Desktop and select Screen Resolution.
In the next window, select Make text and other items larger or smaller.
In the next window, select one of the optional sizes or set a Custom size to suit your needs.

This response only answered half the question, and it was not necessary to scold the poor user, they were obviously extremely frustrated, as am I. The user clearly has trouble reading the small LIGHT BLUE font of the development environment. I have the same problem, and am having a great deal of difficulty figuring out how to make the text black.
I'm aware that most developers are younger than me, and their eyes are sharper. It may please young eyes to look at ('sophisticated') extremely thin, light colored fonts, but you are just being cruel to older users who may need a darker (black), slightly thicker font on a white (not gray) background. You will not be young forever either, so at least think kindly towards your older self, even if you have no regard for older users now.
