start > control panel > personalization > then ... window color .

    it isnt doing it on mine mine doesnt say desktop or persanaliseation

    I'm having the same problem. I've tried logging off and restarting. THe only way to get it to change is to load an Aero Theme.

    If you computer resolution is set to 16-bit , it wont work . you have to set it to 32-bit. then got to control personalize the desktop color :P , hope i help

    your computer is probly set to 16-bit , set it to 32-bit resolution and then try
