i want to change the colour of the taskbar in windows 7 but how do i do it?

start > control panel > personalization > then ... window color .

    Please note that changing the color of the Taskbar will also change the color of the window frames.

    i tried this after my computer randomly changed the colour back to windows basic and it isn't doing anything, i'm selecting the colour and pressing apply and it's telling me please wait but isn't changing the colour back, any help please?
