start > control panel > personalization > then ... window color .

    The answer above does not really work. This changes everything's color, including when you go on the internet and/or try to do anything else.

    This doesn't work if the Desktop Window Manager (DWM) is disabled.

    right click the desktop, go to personalize click this  http://prntscr.com/m8w2n then if it says troubleshoot at the bottom click that allow and then click on window color and it should allow it thats how i done it
