click start button and type "msconfig" and hit enter. When open goto startup tab and un-tick the program with name of "windows live" or "iexplore.exe" and hit apply and close. Hope it will help!

I checked under the startup tab, I have no programs with "windows live" or "iexplore.exe.  What's next?

This didn't work for me, but uninstalling Windows Live Essentials 2011 did!  It can be easily reinstalled if you actually use it.  I don't, so I am leaving it off of my machine.
