click start button and type "msconfig" and hit enter. When open goto startup tab and un-tick the program with name of "windows live" or "iexplore.exe" and hit apply and close. Hope it will help!

2014-01-18T12:58:57+00:00 I found a way to solves this, hope it is useful for you.
1, click on the "start"--"search programs and files" box, type: "services.msc" then enter
2, in the "services (local)", find "Windows Live ID Sign-in Assistant", right-click it, and select "Properties"
3, in the "General" tab, in the Middle of it there is a "Startup type" should be displayed as "automatic", click on the small black triangle on its right side, in the drop-down menu, select "manual", then click "OK" at the bottom of the tab .
(Note: do not select "disable", will cause the Windows Live programs such as Mail, Messenger can not start)
Next time you start Windows, "Windows Live ID Sign-in Assistant...144689 " this alert message won't pop-up to bother you.
HuanZhang: I ignore if your procedure tackles the root cause, but certainly it solved the problem and the pop-up has gone in my computer; which incorporates Windows 7 Home Premium, 64 bits, Service Pack 1. Many Thanks!!

2014-01-21T04:51:09+00:00 i just got my computor fixs so thank you all but know its starting to shut down again the files arent there and for some reason meadia is holding them hostage and i cant get them out i barly able to get on the web page none of the antvirus is detexting this and saying everything is running good and i have internet it appears in the icon in the corner but troulbe shooter can find it and know this this website that i was unaware is redirecting me to there site and that way earlier i wasnt getting any downloads updates and still not {httpgo.cicrosoft.com?fwlink/?linkid=0xz0409} has gotten in to my computor help cant find files and how do id tell it were im going isnt where i whated to go o and they change the computor of pernission well didnt change it but added dont know how to take them off and what is a smart bottom
