Every time I log into Windows I get a message saying: http://go.microsoft.com/fwlink/?LinkId=144689

As a side note, I've been chagrined to find that Microsoft did not build 

in a feature to allow one to copy and past error messages.  

I typed this error into a note in "notepad"

click start button and type "msconfig" and hit enter. When open goto startup tab and un-tick the program with name of "windows live" or "iexplore.exe" and hit apply and close. Hope it will help!

I tried this but it didn't work for me. But what did work was the following 

go to administrative tool >>> services >>> windows live ID assistance >>> change this to manual from Automatic (delayed). If it is already on manual try setting to auto (delayed).
