click start button and type "msconfig" and hit enter. When open goto startup tab and un-tick the program with name of "windows live" or "iexplore.exe" and hit apply and close. Hope it will help!

    I found a way to solves this, hope it is useful for you.

    1, click on the "start"--"search programs and files" box, type: "services.msc" then enter

    2, in the "services (local)", find "Windows Live ID Sign-in Assistant", right-click it, and select "Properties"

    3, in the "General" tab, in the Middle of it there is a "Startup type" should be displayed as "automatic", click on the small black triangle on its right side, in the drop-down menu, select "manual", then click "OK" at the bottom of the tab .

    (Note: do not select "disable", will cause the Windows Live programs such as Mail, Messenger can not start)

    Next time you start Windows, "Windows Live ID Sign-in Assistant...144689 " this alert message won't pop-up to bother you.
