Updates to Silverlight won't install and can't uninstall

tried updating critical update to silverlight kb97202

over 30 times won't install

kb974331 didn't either 28 times

uninstall silerlight failed 3 times

"This patch could not be opened. Verify that the patch exists and that you can access it, or contact the applications vendor to verify that this is a genuine Windows Installer patch package."

http://www.microsoft.com/silverlight/

was referred to registry cleaner ;-(

    This link is no longer available... I tried several sites to get the Cleanup Util, but no one has it anymore.  Can anyone give me a link to download it?
