Dec. 12, 2013 - Here's the Paint.Net fix!  I could not install, uninstall or even use Paint.Net without getting the following message. 

"Error: There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor” when trying to uninstall Paint.net"

After trying to uninstall and reinstall Microsoft .NET Framework 3.5 SP 1, as suggested at one Microsoft site, I found the following link whichtotally resolved "ALL" my Paint.Net installation problems.

Microsoft Fix-It

After using Microsoft Fix-It, the program states that this service is no longer available but thankfully it's still working at the time of this comment.  Good Luck!

I have the same problem.  Unable to uninstall programs. 

Vista64 Home Premium.  My error code is 1719 not 1720 but it says the same thing. Error 1719. The Windows Installer Service could not be accessed.  This can occur if the Windows Installer is not correctly installed.  Contact your "support personnel for assistance." I am my own support, unfortunately. 

I have unregistered and re-registered the file.  There are instructions on how to fix this unless you are a vista user and no instructions on how to fix this error related to Vista or Vista64.

The steps here suggesting I download the installer does not work either.  In fact when I select my version of Vista and download the file and try to run it a popup tells me its not the appropriate version for my version of Windows Vista.  It is! 

Step 1.  AFter finding and downloading and running the appropriate installer download, a popup tell me its the wrong version.  It wasnt.

Step 2.  I stopped the service, then restarted: no help.  Set it to Manual and Automatic; no help.

Step 3.  Cannot help until possibly AFTER I get the installer working.

I cannot find help for this error.  Apparently the Installer 4.5 is PART of Vista and replacing the file is not an option.  I have had this problem for quite awhile.  Have been searching for a solution off and on and have not solved it yet.

Please help if you can.  COMPUTER RUNS VISTA64 HOME PREMIUM. THANKS

Step1:

To get rid of this error, I would suggest you to install the latest version of Windows Installer which you can download it from the link:

Step2:

Start the Windows Installer service.

  1. Click Start, type Services.msc and press [ENTER]
  2. Double-click Windows Installer.
  3. Set the Startup type of Windows Installer to Manual.
  4. Click Start to start the service. Note down the error message if any.
  5. Click OK.

Step3:

The Windows Installer CleanUp utility deletes all files and registry settings associated with a program's Windows Installer configuration.

    I have  tried this I am unable to install uninstall anything including updates and windows installer I have tried all of the steps through the microsoft website and still nothing.  It also says that I am not  the admin but I am.  Very frustrated

    Starting Over I wish you luck.  Here are some things I've found.  Check out my THREADS linked to my name.

    1.  "Missing photo properties" when copying from external to Vista64 see my post dated May 06, at 8:56 pm.

    There is a solution to this problem, follow that link above. This FIXED my missing properties on photos problem.  But...

    1. Vista keeps losing its MIND/memory and locks me out of admin ablilities though I am the ONLY user there has EVER been and I AM the admin.
    2. I still get the error code 1719 on SOME things, but so far ONLY when I try to UNinstall something.
    3. I still have problems printing, if I want to duplex (maunually) the printer will not continue printing on the reverse.  It just loses its "memory".  But its not my printer because it works fine when connected to my XP machine.
    4. Windows live mail still has problems though most are just crashes and a restart of Windows Live Mail works. For awhile I could not type an email. Guess that problem will return...
    5. Windows now updates itself which, once I got that fixed, some of these other problems got fixed. What happened was SP2 in March DID NOT SAY sp2. It was listed uncer "windows update history" as Service Pack for windows Vista 64 INSTEAD of actually saying SP2. THOUGH under SYSTEM in Control Panel it DID say I had SP2.  So apparently that thing about MS not updating Vista if you dont have SP2 happened BEFORE the day they said they'd stop supporting it. (I really dont quite understand this...but it doesn matter because this fixed it) GO HERE: http://social.answers.microsoft.com/Forums/en-US/vistawu/thread/0607897a-ad2a-4b98-9209-9dd1b94c8769  <this FIX also fixed problem # 5> this KB971058 and I used the default level to fix this problem, I didnt have to use the aggresive one.  Of course I had zero control over what MS updates are called. Nice, huh?
    6. I am, once again, having problems writing to my external hard drive.  This was fixed at the same time as problem #1. But of course I'm telling you it's happening again. This more than ANY other problem worries me. But so far my external is NOT having problems communcating with my XP machine and my data are not damaged by Vista64. Yet.

    I dont want to have to keep on fixing Vista64. I absolutely believe the MS Windows Updates are causing as many problems for us Vista64 users as they are "fixing" because once I get Vista64 working like IT SHOULD somehow it reverts back to the "broken" status.  I love a good challenge but I dont want to NEVER find a workable solution.

    I want Windows 7 now. But I guess those of us with Vista64 are stuck.  We cannot upgrade. Who wants to lay Windows 7 OVER this mess??  I am willing to buy 7 to solve me probems with Vista64.  But that's just not right.  Its just not right.
