Hi All,
I know ... this is old and usually easy ... turn off "Startup Boost" and "Continue running background apps ..."
I have those off and it always worked they way it supposed to.
All of a sudden Edge keeps running.
Indication for still running comes from Ccleaner, which removes all trackers. All of a sudden I get the message:
(paraphrased) Ccleaner can't clean because Edge is still running ... needs to be forced shut down"
In Task manager I also still see 11 Edge processes going even though Edge is shut off.
Again ... "Startup Boost" and "Background Apps ..." are unchecked in settings.
Any suggestions?
I repaired Edge already and nothing changed. Its updated.
PS: I checked in another machine (Win10), same Edge version ... no problems here ... all Edge processes in Task Manager disappear
when shutting Edge down.

This is what fixed me. The information below was given to me and I'm giving it to you. Download and install the so called "Upgrade" re-installation of Windows 10 22H2. Be patient - it takes time - (you can do small chores between the Downloads and Installation). THEN, do what you normally do to get Windows Updates (Settings> Updates & Security > Resume or "Check for Updates" Here is the information:

Sadly, the issue is not fixed for me using version 122.0.2365.52 (Official build). So, I need to continue using the Windows End Task feature for developers to close Edge.
By the way, did you check by loading a website at least before closing Edge and checking if it's still running in the background? I mean not only the new tab page (in my case, the Layout is Custom with all the bloat stuff off) when Edge starts and before closing it.
For me, the issue never triggers when opening Edge with the new tab page loaded only and then closing it, but before loading any website and then closing it.
I enable and disable the settings that keeps the browser running in the background, now it is working normally.
Lucky you, unlucky me and other users, then. Unfortunately, I tried the same procedure, but it didn't work.
It seems more users are getting this bug or are now aware of it after updating to the latest stable Edge version 122:
From my testing and on my end, the issue occurs/triggers once MS Edge calls "Edge Sidebar Renderer Process: Copilot" and "Subframe: http://edgeserives.bing.com" and the host provider identity tasks upon MS Edge launch. So, if I close it fast and before these Edge tasks are executed, Edge does not run in the background when closed (of course, with the proper APP and OS settings to prevent it).
The Edge InPrivate mode also works since it never launches/runs these Edge sub-tasks.

Are you using Windows 10 22H2? If so, did you see what fixed me? (Downloading and re-install Windows 10)?
When you want to "see all cookies and site data" there's NOTHING listed for cookies UNTIL you hit the 'Refresh' button. I like to be able to Remove unwanted cookies as I get them while having Edge open. It DOES clear MOST cookies, but is intentionally leaving some that won't delete until I click 'Delete' about 5 times. "Edge.services.... stuff"
