Hi All,
I know ... this is old and usually easy ... turn off "Startup Boost" and "Continue running background apps ..."
I have those off and it always worked they way it supposed to.
All of a sudden Edge keeps running.
Indication for still running comes from Ccleaner, which removes all trackers. All of a sudden I get the message:
(paraphrased) Ccleaner can't clean because Edge is still running ... needs to be forced shut down"
In Task manager I also still see 11 Edge processes going even though Edge is shut off.
Again ... "Startup Boost" and "Background Apps ..." are unchecked in settings.
Any suggestions?
I repaired Edge already and nothing changed. Its updated.
PS: I checked in another machine (Win10), same Edge version ... no problems here ... all Edge processes in Task Manager disappear
when shutting Edge down.

You are right. Disabling Copilot and Widgets on Windows OS (via Edit group policy or Registry), Startup Boost, and Continue running background apps... Edge's settings will not solve the issue. The issue persists and will retrigger anyway, regardless of any of these actions or unofficial tweaks tried by users.
This situation has been widely reported since October, and the solution from Microsoft is still nonexistent. Only a Windows OS or MS Edge (Chromium) update/hotfix can fix this shameful bug.
Have you restarted the computer after doing those steps? By the way, try to enable hardware acceleration and keep the two options in System and Performance disabled.

It's not copilot!
I disabled copilot, to be sure all three ways ... Group Editor / Registry / used the provided download registry tweak from the link ... Edge keeps running after closing.
Of course Startup Boost and Continue Running background apps ... are turned off.

The method is indeed for those who do not use Copilot. But since the method worked, we can now confirm that it is the culprit why Edge stays running in the background.
I like Copilot for Windows so I won't be disabling it. Interested if others give it a try with good results.
If that really is a band-aid to the problem, maybe it will lead the Edge developers down the right path to fix it.
