Usually, the "ERR_SSL_PROTOCOL_ERROR" is shown in two cases:
Option 1: Wrong date and time. You need to check if the date, time, and region of your computer are set right and then try to access the website again.
Option 2: The SSL certificate of the website is expired. In this case, you can bypass this by clicking on "More information" and clicking on " Continue to website" at the end of the page. Only the website owner can fix this problem.
Another not common cause for this problem is a third-party antivirus, if you have one, try to disable it temporarily and access the website to check if the problem persists.
