I actually found a fix. I didn't have any school or work accounts on my laptop at that time but I did in the past. Under computer settings, went to devices on my old work computer was still listed. Removed the device and I was free. Make sure any old devices and accounts are removed thst are linked to your microsoft account.

I'm having the same problem. I have zero Edge policies. So I followed your instructions and removed all other computers from my Microsoft account. However, this did not work for me.
Anything I might be missing?

Double check you have no other accounts signed in under Edge or tied to your Microsoft account, then reset edge like mentioned in the thread. I think I also restarted my computer and then it was ok. If it doesn’t work I’m out of ideas :(
