How do I stop Microsoft edge from opening? everytime I do the system performance check from dell it sets up Microsoft edge to open PDF files and I have my own program I use, however I cant set it as my default program....

In this scenario, we would suggest you to perform these methods and check.
Method 1: Change the setting for Apps
Method 2: Stop opening PDF file if you are using New Edge Chromium.
Notes: If the Always open PDF files externally is on then if you try to open any online PDF document, it will prompt you to download and later you can use Adobe Reader to view.

Adobe Acrobat professional is not changing the default app.
It was in 2018 that Windows tightened up the file association protection measures that you seem to be running into. I can't find documentation for this, but versions newer than Acrobat Pro DC 18 shouldn't be doing this. It's likely that Acrobat Pro 2017 writes to registry keys that only users are allowed to change (by using the default apps settings available).
Could it be that you're using an older version of Acrobat?

Not only does Edge keep hijacking PDFs but, when it tries to open them the pages are often blank.
I have tried the steps above and it doesn't work.
We can't keep resetting the default app every time. Is there a permanent fix for this?

I have done this many times and yet it still reverts back to Edge, so I have removed it from my system, it's such a pain to use it's not worth the effort.

For the record, this has been an ongoing problem since the last major update of Microsoft Edge.
In my workflow I utilize a “Paid For” Version of Adobe Acrobat 2017, I refuse to pay a monthly subscription for the so called latest greatest version of Acrobat, the basic functions of the Program have not and will not change enough to warrant the cost.
This appears to be intentional by Microsoft to control all aspects of the “pdf” environment, we are not one big happy family and the end user is supposed to have a choice.
In order for myself to utilize the edit features of a pdf file I need Adobe Acrobat, EDGE does not have the ability to perform my tasks – PERIOD
This is forced upon us, and it should be an option with a simple setting NEVER ALLOW MICROSOFT EDGE TO OPEN A PDF FILE
My Comments are what they are, and My Question is: has anyone determined to uninstall or make another browser the Default Browser fixed this problem?
I used to utilize only M$ EDGE as my go to browser, however I am seriously considering dumping it entirely, especially after have to deal with the extremely poor migration of “Favorites” into a separate folder “Other Favorites” not sure why a logical migration to the simple “Favorites Folder” was not implemented.
Here are the first 2 “Logical Steps” followed by Your Method #1 which should fix the problem for any default app choice, which does work for every single filetype, except pdf.
Logical Method 1
Right Click on pdf File, click open with Adobe Acrobat 2017
This works every time - however adds two extra steps to open a pdf file
Logical Method 2
Right Click on pdf File, Click open with / Choose another App, pick Adobe Acrobat 2017, which is supposed to reset it as the default App, This will work until I open or download pdf files from other websites – immediately hijacks default pdf opening back to EDGE -----------------------------------------------------------------------------------------------------------------------------------------------------------------------

Right Click on pdf file Method 1: Change the setting for Apps
Press Windows + I key to launch Windows Settings.
Click on Apps and select Default apps from the left pane.
Now scroll down and click on Choose default apps by file type.
Scroll and look for .pdf, .pdxml, and .pdx file type, then click on the + sign to change it to Adobe Reader. This will work until I open or download pdf files from other websites – immediately hijacks default pdf opening back to EDGE
Method 2: Stop opening PDF file if you are using New Edge Chromium.
Open Microsoft Edge
Click on the three dots (…) from the right top corner.
Select Settings from the drop down and click on Site permissions from the left pane.
Scroll down and click on PDF documents, Toggle the switch to On for Always open PDF files externally.
Notes: If the Always open PDF files externally is on then if you try to open any online PDF document, it will prompt you to download and later you can use Adobe Reader to view.
This will work however adds additional cumbersome file handling and saving, and only for awhile and EDGE Hijacks again as the default file opener
