I've been having the same problem and none of the settings changes worked for me.
After much searching, I found these instructions:

Edge version 97.0.1072.62 contains the fix and will be installed per your regular update policies over the next day or so. If you'd like to force the update immediately, you can head over to edge://settings/help in the address bar or Settings > About Microsoft Edge and trigger the update manually.
If you've made any registry edits or GPO changes as mitigation, you can revert those after the update!

I still have to make sure that my cursor is not hovering over the center of the screen, where one of the pre-login screen messages is, when I click it to bring up the login screen, as that does open Edge.

When waking up the computer from sleep...
Press any key on your keyboard, EXCEPT the 'space bar', seems the space bar opens up Edge by default from sleep.

10. Added on 3 April 2022. From Kingianum on page 12.
In the end this is what did the trick:
Go to Lock Screen Settings. In the Background drop down, select either Picture or Slideshow. Choose your picture.
Done.
The Windows Spotlight option is what starts up Edge.

I am afraid, I do not know enough about Windows inner workings, so I cannot be of much help, unfortunately.
But one thing I can add to my previous post is that I spent the last 15 minutes in doing a System Restore of my laptop (Start menu --> type 'System Restore --> Create a restore point --> System restore...). I selected the restore point that seemed to have been created just before the automatic installation of Windows driver update "HP Inc. - HIDClass - 2.1.16.30156" (which was two days ago). After this restore, my laptop is behaving quite normally as before. No automatic starting of Edge anymore. Of course, I do not know if Windows is going to force that update on me once again in future, but for now it is solved.
This worked for me too. Finally!! But what are the consequences of doing so? It says if you disable them Microsoft software will not be updated. Does it just mean edge or something else as well?
