Where is the Windows Ink feature? I use/used the ink markup of a web page in the legacy Edge all the time. I can't find it anywhere in the new Edge.

unfortunately, inking on websites is one of the many features that are not (yet) available in the new edge chromium.
you can make the suggestion to the feedback team, from within edge Alt+Shift+I, the more users that want this feature the more likely that Microsoft will add it.

Inking in web pages would be available by end of the September in the Dev/Canary branches of Microsoft Edge. Expect more information about the stable release in the future.
I actually "upgraded" Edge in order to get any improvements there might have been to this really cool tool (such as not autorefreshing upon exit and/or allowing you to toggle to using your mouse from it to select on an interactive webpage)... and much to my surprise after my new install, it was just plain gone. I'm kind of in shock.
Is there a way to downgrade back to the legacy version? I bought my Surface Pro based on the functionality that Edge provided - now that function is gone.
I think when Edge legacy never caught on to the masses it became clear to Microsoft it wasn't worth the internal investment in supporting a browser and their own browser engine. Sort of sad for sure for such a big company as Microsoft. But this comes from a company that moved its internal auditing of Windows to Insiders providing free bug reporting. So I think Microsoft has proven its not willing to invest money in a web browser or even quality control of Windows. It is too bad that Edge legacy failed, and that new Edge disappoints many who were used to many of the features Edge legacy had. Some of these may be introduced down the road but I suspect only if new Edge get's some real market share. Otherwise it may end up just another Chrome clone mirroring the features that Google decides are important.
