I tried this and I had hopes it would work. It did initially, but unfortunately after:
After that, I went over to a tab group and right clicked, and the option to add the tabs to a collection disappeared, AGAIN.
as JCMaedl pointed out, the problem seems to be isolated to personal MS accounts using the new collections panel... I guess?
It would be nice if MSFT could at least add a flag to edge://flags that lets us revert back to the old functionality.... IF the new collections are what is causing this problem.
Is there any update on this issue, as its been one of the most like feature of Edge.

Pradeep
Apparently, no. You can get it to work when you follow the instructions above, but when you do a reboot, it goes away again. This should be an easy fix, but Microsoft has other things they think are more important. It's a shame because this feature was the only reason I liked Edge.
Yep, typical... Have a leading unique feature and then break it through "enhancement," which invariably reduces functionality. Then, "get feedback" through telemetry that no one uses it. Then trash the whole thing.
It seems to me after looking at this that they are trying to make some useless form of social media, kind of like Pinterest - share and follow collections among people.
Who the h*** wants to share their browsing activity any more than it is already stolen behind the scenes, especially since things exist to do this kind of sharing already?
Once again we are forced to ask the question "do you even use your own products?" Get with it Microsoft.
signing out fixes it but signing back in changes the option from 'add to collections' to 'add to favorites'
