For me too. I even tried selecting a single tab and multiple tabs, add to collection is gone.
I check the right click context menu settings as well if there is anything new, but no. Gone.
Just wanted to say I'm also having this issue, and hope the Edge team fixes it soon as it's one of the best parts about Edge is adding several tabs to a collection. PLEASE fix and bring it back working properly.
Also having the same problem - 113.0.1774.57 (Official build) (64-bit)
I hope this gets fixed soon; I liked using collections for tab groups. It's one of Edge's best features. ☹️

Logging out of sync and repairing the installation brought the feature back.
Then I saved some new collections.
Then I signed back into sync and the new collections and the features disappeared
Signing out of sync brought the new collections & features back.
Hope this info is useful for diagnoses & fix.
