I agree with what a few others have said, workspace is the best alternative, but highly annoying. This question was originally posted almost TWO years ago... yeah not a chance they'll fix it. I'd also recommend extensions such as OneTab too
I had the same problem, but this function appears to be added back. I'm not sure when, but I'm on version 131.0.2903.112.
I can confirm Rt-click and
"Add all tabs to Collections" with a cascading Collection picklist
"Add all selected tabs to Collections" with a cascading picklist
"Add tab group to a new Collection"
now all work when signed in to a Microsoft Personal account or to a M365 Work or School account.

During troubleshooting, I signed out of the personal account. Added tabs to a collection, waited a day or so, then signed back in to the personal account. The "Setting up sync" message persisted longer than usual. Within a day, collections added locally (not signed in) appeared in the signed in collections. Sometime after that, the context menu options reappeared.
As noted by a prior poster, a separate profile with an M365 account always functioned properly.

I have the exact same version of Edge: no menu items regarding the issue.

no such function has returned - same version
I switched to workplaces or workspaces and never looked back.
The collections are easy to get to, just don't have thumbnail listings like collections does / did?
