I think it probably is still a bug. There is no reason not to have the menu option 'Add all open tabs to collection' when using Bing Collections.
This is not a bug per se. It's a different product that was rolled out to personal accounts. If you're logged in with a Microsoft personal account, you are forced to use Bing Collections instead of Edge Collections. You'll know you're using Bing Collections if you see random pics (ads) on the Collections pane under the new "Start to Collect" area. Your data is now on the cloud and available to content creators (advertisers) thru Bing. If you're signed out or logged in with a work or school account, then you'll be using Edge Collections which has the functionality you need.
This is crazy. The problem still persists and its mid July now.
Has anyone found the cause / permanent solution?

As somebody has pointed out the problem seems to be with personal MS accounts, as the feature works if you log out and repair Edge. But soon after you sign in the feature disapears again. So diagnostic process is
One thing I think I noticed, but have not fully tested - it could be linked to the tab groups feature, as mine stopped working the moment I created a tab group. However this is where the feature is most useful, as users want to add all tabs in a group to a collection for future reference.
An alternative method of 'add all tabs in group to a favorites folder' would work also here, if you cannot get the collections working, so to explain, this button would create a folder in your favorites, and add all of the tabs to that folder as favorites.
