Hi, I have recently Reset my pc and I have noticed that my downloads instead of showing at the bottom of the screen (where it shows the name of recent downloads and 3 dots next to each download to cancel the download or open the file location, etc) pop up at the top near my extensions and I would like to make it so that they show at the bottom of the screen

Thanks for that, but Startup Boost is set to OFF.
I even tried turning it ON, then turning it OFF and no difference.
It's there, but it doesn't work.
Click ⋯ (Settings and more) > Settings > System. If Start-up boost is On, turn it Off. Some users have found that this interferes with launch parameters like the one you're trying to use. Does this help?
Ok so after testing out from the response i have gotten i tested it out and it does work you just have to right click and select properties on the actual shortcut and the paste in the command which you'd be able to see from a image in a image and for the shortcut you would have on your taskbar you would have to unpin that one and pin in the one with the new command so you can have it working for the download bar on the bottom of your screen instead.
Doesn't work. Downloads bar still appears on top right. A real pain.
