Webpages do not load without hitting the refresh button several times.

I have been dealing with this for around 18 months. Its super frustrating.

Extensions are disabled and clearing the cache doesn't fix it. The only fix is rebooting the computer, then it'll work for that day, and when I come in the next day, I have to refresh all the pages I use on a daily basis multiple times to load correctly. That will continue daily until I restart the computer again, and then that day everything loads as expected.

This happens using multiple different browsers and regardless of which Google account I am logged into. It does not happy on other devices using the same Google accounts.

I read on another page that someone thought it could be their Webroot, which I do have, but not sure if that is the culprit. I am networked with several other computers here and none of them have the same issue.

Having only the IPv4 option is all good, it only means you have access to 2.5g connection on your network, no 5g access. A lot of older or cheaper laptops are like that

From there it should bring you to this page, but everything is set to automatic by default. Change the settings to how they are shown in the picture, also make sure to click the “validate setting upon exit” box. It should pull up windows troubleshooter for a second, but don’t worry about that. It’ll end up saying “it hasn’t detected a problem”. After that the issue should be resolved!

On windows 11, you should see a window that looks like this. From here you can either double click on IPv4 or click it once and use the properties button

I tried the steps to change the DNS routing and could not click on the addresses. Also I only had IPv4 and no IPv6.
