I tried to cash out my Microsoft cashback several times and I was told I had to add a phone number. I only have one and when I added it, the system said it could not be added and to choose another. I HAVE NO OTHER! So my cashback is in limbo. When I contacted customer support I was eventually sent an email telling me to contact MSA. Of course when I clicked on the link to MSA, I was met with a page which simply stated "This page isn’t working right now support.microsoft.com can't currently handle this request.
HTTP ERROR 500"

Me too. I try to transfer cashback to paypal and it asks for my phone number. I enter it, get a code and then a message saying try another alias. I contacted Microft suppport. At first the agent tried to help me but at the end he said Microsfolt doesn't have a cash back program. This was on 12/1/2023.
He said that they don't have a program that he tried to help you troubleshoot?
