It affects newer A/V devices as well as noted across the other complaints of 2004 causing A/V stuttering with USB connected A/V devices.This immediately suggests that there is something wrong going on within Windows itself, perhaps in the USB subsection or related services. Because even playback of media on a SD card was noted by one user to cause stuttering as well in 2004, this is likely not a 1 old device problem - it is a widespread problem introduced deep within Windows from 2004 onward.

I have wide number of Hauppauge TV tuner many of which are obsolete from old day ISA to PCI a few USB Hardware MPEG Encoder you may have even seem my nickname SHSPVR or SHS on PC TV tuner or TV Analog Capture relate forums.
As far I know you seem to be only one that has this issues and I do keep eye across all major PC DVR software forum SageTV, NextPVR, Plex and other OS and many other place too.
You need find other get to joint the discussion did say newer HVR-955q was also having this problem being it is much diff chipset then the 950q
