    I had a similar issue.

    It turned out to be that this kind of issues can occur when the Windows Update database or components are corrupted, one or more services related to Windows Update are not running, etc.

    I resolved my issue here.

    I tried this, and it still doesn't install, but now I have an error 0x80070002 instead of the original 0x800f0911...
