hello in my case in place upgrade Frome release preview iso helped after that KB5015818 was installed correctly

I thought 22621.160 was a Beta insider Build. 😎
Are you on insider Release Preview channel or Beta channel?
For that specific error looks like they have a fix in Build 22621.436 and 22622.436, so you may try that update if you are on Beta or wait till, they release that fix also in Release Preview.
Other users have fixed the problem using an ISO file to do the update.
