What @fg2001 mentioned is that once you are in recovery mode the assigned letters may be different. For example in my case the C: drive was actually assigned E: in recovery mode. YMMV.

I think I did it "right" ish

When you get cmd prompt from recovery the disk letter may be different not necessarily C:

You need to find the correct path. Then verify that the folder is gone.

I don't think Microsoft can say they don't know about this problem. From Feedback Hub:

I'm sure they are aware of the problem by now, it has been reported by many users also in Germany.

Still, I doubt we'll get any fix till they release another update.

This is still just an insider build, no emergency patches. 🤐🤣🤣
