Have they been installed?
Of course. They all show zero in the size, but if you click on any they open fine, except they cannot be opened by the system when you try to select one for the Open With option.

Does this happen to do with wallpapers or files without extensions. Recall you mentioning about being able to open in the past, but appears ms changed the game. Without file ext, can't see any chance of Open With. Correct me if off-track.
Any file I right click and Open With has always given me choices, default, search the Microsoft Store, choose another app. Any MS Store app should be already configured as default(s) as in jpg. It has 4 Apps: Paint, Paint3D, Photos and Snip & Sketch.

Yes, the original problem came up because Paint is no longer an option on Open With for files without extension, but even if you have some of the choices and you want to find a different app to open the file and you go "Look for another app on this PC" when you go select the shortcut to the app you get an error message and also there is no access to the folder with the actual .exe files.
Something is definitely broken with development code, even on a clean install on Build 21370. The Open With option just does not work correctly when you look for another app.
If I have a shortcut on the desktop to a program I can easily use that to Open With, but if it is a link to a new MS Store type App it does not work , Open With doesn't even see it on the User desktop even if you created a shortcut for it, the same if you go to the WindowsApps folder, the .lnk just don't work for Open With.

As a workaround to the missing Paint in the list of Open With, I can select MS Edge to open the file, but this still exposed a problem, when you choose "Look for another app on this PC" you cannot select any of the new Apps of your choice.
