There is another difference between your behavior and mine, we both see flashing after login but in my case none of the desktop icons show up. The screen is black and empty, no desktop icons at all. 🤷♂️

I'll try 23493 on the laptop which is also setup for PIN and LYK. I have the bug but I don't see the error on the laptop either. 🤷♂️ Mine are 2 Desktops, an XPS 8930 and an XPS 8940 with latest NVIDIA drivers. Different hardware, who knows? The problem was reported by a user on Elevenforum, but did not show which errors they are getting. I have no problem in Safe Mode with previous Build 23486. There are several File Explorer problems reported with Dev Builds, but they don't explain the details. 🤷♂️

New bug in Build 23493.1000, fails when trying to boot in Safe Mode, F4 or F5 get this same error, and if I try to login the screen start flashing with the second screen shot and never shows any desktop icon or taskbar.
