The problem is not this entirely. We can't move the visible icons either. I don't think they got the problem fully.
I don't see what this should accomplish on tablets? If they could consistently place all the icons always on the same place, then it may be a solution. But no Windows version ever figured out, how to sort the same way dynamic changing icons in the system tray (e.g. monitoring applications' icons like AIDA64). If they could implement a priority order or sorting options to these icons in the settings then we wouldn't need the drag and drop function anymore.
This is the same radical development change like the start menu and the new taskbar was. Not dekstop/professional user friendly at all, these are for consumers.
