This set of 4 has been there for over 2 hours now. 😉
This is a new one on a second desktop.
I'm set for Spotlight but the icon for the picture selection is gone. Nowhere to be found🤣🤣🤷♂️
Also, this machine has no problem with Snipping Tool. It came up already with the Default set as suggested. and stays that way even if I Hit Reset. 🤣🤣

If it went back to picture you should not have the Icon for the selection?
Actually I didn't check, just went by what's on the screen.
