I don't understand why both clean installs of 25290 (laptop and VM) are messed up, but the updated ones are working perfectly like the previous 25290 and this 25284 VM. 🤷♂️

Looks like on the 1st post you have an old Variant or no Variant. There are 3 features enabled for this. 😎
Looks like the case you showed on VM, but not the last one on your Clean Install. 😎🤣
