Also if you are trying setup for an update in place or upgrade you do not need a pen drive you can do it from a Temp directory just copying all files and folder sfrom the mounted ISO and then renaming the file.

Setup will start, change the option to not check for updates and it should go on.

Before you start setup you may have to delete the file below on the C: volume to avoid blocks that were downloaded previously. Disconnect from the network.

Even without the raiserres file or with this file from win10 iso I get "this PC can't run Win11"

That is not the right file name.

Anyway, it works fine for me, I've done it several times.

Probably you tried before while online and has the blocks/checks in C:$WINDOWS.~BT

Delete that folder and try again while offline (disconnected).

Do not mix up files from windows 10, that is a bad idea !

I'm away from the PC now. But when I click on the Insider Program panel it resets the regedit and shows that I'm out

If you are out and not in any insider channel I think this will fail.

Need to be on insider R.P. to get to the screen I showed.

Maybe you can try while offline and disconnected from the network, but I'm afraid it may still fail with this message if it is not on insider R.P. or Dev.

Doesn't hurt trying...

Try renaming the file in installation media sources directory:

Rename from appraiserres.dll to appraiserress.dll.bak and then run setup and see what happens.

If that does not work you have to clean install either Win 10 or Win 11 22454.1000 using some other tricks.

Only choice is Dev on this red zone box the other 2 are grayed out.

Still only if you can get here with a real red zone box, (Not VM or some other contraption).

Yesterday this same box was on 22000.184 and could not join any insider channel, it was just kicked out.

After upgrading to 22454 it was automatically put it in R.P. then was easy to modify that to Dev and link the insider account.
