I noticed this same issue yesterday. I could use Control Panel to change date format which was shown in File Explorer, but what ever I try it didn't change date format in tasbar/systray.

Yes, I've done a little playing with it. The settings change, but it doesn't. I've found some settings still in the control panel, it doesn't mind those settings either. The only setting that seems to work, is the time format. Cannot change the date format at all.
Edit : Also notice that if a language is selected in the regional format box all settings are overridden.
Yes it was set on manual, so I clicked on run and the service is running but still it is showing the same error. After it set it on Automatic, again it showed same error
