If you are on Dev channel, the ony way out of the WIP is to clean install Windows.

I came across a new bug in the recovery menu, or at least one that I've never seen before.
If you select command prompt but then change your mind and decide to continue, the screen dims to almost black and the PC doesn't respond anymore, the only way out is to force a shut down.

I tried here, in recovery after closing command prompt, I select continue and it just reboots fine. 🤷♂️

I can't reproduce it anymore, must of been a temporary glitch of some sort.
Upgraded one system from 19045.2364 to 25267.1000 with MS insider ISO.
No upgrade issues.
