Taskbar Widgets keep closing, won't stay open

At this point I'm just going to clone my Win 7 drive back and install the latest 19043 (or 19044?) Build on it to get it back to a normal working state. My Win 10 is the last Dev build and is expiring on 10/31.

So at this point I've cloned my Desktop PC Win 7 SSD to the primary Samsung SSD (that had Win 10 Dev). Now I'm going to download and upgrade from Win7 to Win 10 but should I go with 19043.x or 19044.x? On my laptop it has 19043.1319 newest build.

Ok, so a year ago when I went to upgrade from Win 7 to Win 10, I had this problem (shown below). I was able to get it to fix (can't remember what the problem was) and got Win 7 to upgrade to Win 10.

But with installing/upgrading build 19043.1288 on Win 7 I'm having the same problem from last year. Now have to try to figure out what the issue was and how I fixed it back then.

I've tried everything I've read about the problem, went into MSCONFIG and turn off all Services and Startup.

No matter what I do, the Win 10 install goea from 85% to 91%, then reboots, shows a screen Reverting, and I end up back in Win 7.

I got Win 10 to install a year ago when I had this problem and found a fix, now I can't find/remember what the fix/issue was that allowed Win 10 to install without this Migrate Data error.
