this worked well for me in January after I had tried everything to get out of 11 hell. Here is what I posted then (with a link). I get Win 10 updates regularly and everything works great!

I tried for so long to get out of the Windows Insider Program (that I never signed up for) but finally found a solution that worked for me. The link came from my Microsoft friend. I am on Win 10 Home. I used this link and followed instructions below: "You can set the target feature upgrade version to the current or a newer version of Windows 10 to ensure that you stayed on a specific version of Windows 10." Just before rebooting I deleted the whole contents of: C:\WINDOWS\SoftwareDistribution\Download
I did not have to do anything else and Windows 11 no longer tries to load with reboot/update!!!! My last 2 update & reboots installed only Win 10 updates!!!
I am in Windows 11, not Windows 10. I never really signed up for Windows Insider but merely was just looking for info on it, but it signed me up anyway. A lot of others have the same issue. I show I'm on Windows 11 Home Insider Preview Evaluation Copy Build 23526.ni_prerelease 230811-1344. There are Windows 11 Insider Updates coming constantly, but I do receive some regular W11 updates. I'm hoping that the Insider Program is not preventing other needed W11 regular updates from being loaded. This is a mess. I don't want to do a clean install, since I just got this laptop in May and went through transferring all from my old laptop. Microsoft is no help at all. I don't know what else to do.
