Unplugging the external hard drive did it for me. 25309 now running.

I unplugged mine and the build installed fine.

I've had that external drive connected with every update since I got that PC a year ago and had no problems with it until now. I think Star Trek's Mr. Spock and his fellow Vulcans would've never solved this one, because you just can't always use logic with these bugs. 😊

On my non-compliant laptop I have like a version of file explorer that looks like the one from Win8 and early Win10. No idea where that came from.
I experienced that anomaly as well. 🤷♂️
