What about every time ? It is definitely broken.
Do you see also the long delay to the UAC screen when you try to open a command prompt as administrator ?
I fixed the UAC delay and the task manager issue by deactivating the following setting:
Settings -> Accounts -> Sign-In options -> "Use my sign-in info to automatically finish setting up after an update"
>> Don't forget to restart your computer afterwards.
So this setting seems for me the root cause of both issues.

Thanks, interesting, that change indeed eliminates the problem, but that setting should not cause this issue, it is still a bug that needs to be fixed by MS.
That setting was the same before last build and it was working fine.
Why did it start failing just with 22478 ?

Surprise !
The third machine updated from 22471 to 22478 does not show the Task Manager bug nor the Delay on Commands running as administrator. Restarted a few time without any problem.
The only difference I noticed during the W.U. was that on this one the .NET was updated before the new Build 22478 while on the other 2 it was updated after the new Build 22478 was done, not sure if that made any difference.
Also this machine was the last one updated.
I wonder if MS may have fixed something in the W.U. process ?
Possibly both.

After the post from pwnosh on page 12 I figured out why the third PC I updated did not have the problem of the Task Manager nor the delay on the UAC for Administrator commands.
That PC happened to have this setting off and that seems to be a workaround for the bug. 😉
As soon as I turned that on like the other machines, the PC failed exactly like the first two boxes.
Go figure ? 😎
Hopefully MS will fix the bug on the next build...

Trying to open command prompt or power shell or windows terminal as administrator takes forever (over 30 secs) before it pops up the message asking for permission to run.
