    I just tried pinning to the taskbar and that didn't fix it. I also tried rebooting the computer and that did work either.

    When I right click Start and select Windows Terminal [admin] in 22478 it opens terminal; if I click a second time it opens the admin version over the top. Does anyone else see this?

    No, I don't. In each case, I get UAC prompt and Windows Terminal (admin) opens. This is an Hyper-V VM, by the way. Not a physical machine.
