Here we go, on this laptop last updated to 22518, after a couple of restarts it shows a new picture and the full menu.
It looks like the pictures collection is rolled out to Laptops.
Perhaps Desktops will get it later?

Dell #2 being an older laptop and with a gen 7 Intel processor found it difficult to use Spotlight, so I went back to the Bing daily wallpaper which is basically the same thing as Spotlight unless it is being depreciated to be replaced by Spotlight? I will try it on Dell #1 a much newer laptop.

Funny that you mention that, my laptop that has all 5 Spotlight pictures and the full right click menu is from 2012, the Desktop that only shows one picture and not the collection yet is from 2020 and fully meets all the requirements.
I don't think it has anything to do with the age of the machine. Just another of those unpredictable timing rollouts of new feature. 😉

I think you are right. Would love to see new features included & rolled out with the build and not a partial or incomplete new feature. At my age it becomes frustrating, but we were trained back in the late 1960's to hurry up and wait.
Now this is interesting.
I just did an update in place of the desktop that only had one Spotlight picture and it came up right away with the Spotlight collection and the full menu.
I used the ISO created from Windows\SoftwareDistribution after W.U. completed the install on this same machine.

Cannot post a full screen UHD snapshot, because the file size is over 10MB, had to shrink it before I could post it.
They should have a resize function built in the snipping tool, had to use paint to resize it and then I could post it.
