Definitely seems to be fixed today, again the pictures were updated in sync on the 2 features Windows Spotlight for the Lock Screen and Spotlight collection for the Background.
Working correctly with new pictures for both features. Same behavior verified with 3 machines.
Perhaps you should try enabling both features to confirm that the problem is fixed.
The problem seems definitely fixed, the last few times the updates for Windows Spotlight Lock Screen and Background Spotlight Collection occurred in sync.
The Background collection kept working fine with new pictures each time.
A graphics driver update appears to have fixed it for me. BUT there is a new Dev Channel build (22667.1) just released (still download) and will see if it still works.
